Mission Statement & Customer Commitment:
Walnut Valley Water District’s mission statement is “Dedicated to meeting the water supply needs of the communities we serve.”
Walnut Valley Water District was formed in 1952 for the purpose of providing a drinking water supply to the residents of Walnut Valley. Today, the District provides drinking and recycled water service to a population of nearly 100,000 community members within the city of Diamond Bar, portions of the cities of Walnut, Industry, West Covina, and Pomona, as well as the easterly unincorporated area of Rowland Heights. The District maintains 434 miles of distribution mains, 32 reservoirs, and 17 pump stations to ensure high quality and reliable drinking water.
The District is governed by a five-member Board of Directors who are elected to overlapping four year terms by the citizens they represent. The Board is charged with the responsibility of establishing the policies of the District. The General Manager is appointed by the Board of Directors and is responsible for all aspects of the day-to-day operations of the District.
Transparency:
WVWD works closely with its customers to build the highest level of public trust. The District’s Board of Directors conduct committee meetings each month plus monthly Board meetings in a public forum as set forth in the Brown Act. All Board member and employee compensation, including salaries and benefits, are adopted by the Board of Directors in a public meeting process where customers have the opportunity to review and provide comment.
WVWD customers are encouraged to attend the District’s Board of Directors meetings, which are generally held on the third Monday of each month at 5:00 p.m. (unless otherwise noted). CLAIMS PROCEDURE:
All persons or entities which have any claim for money or damages against the District shall follow the procedure listed below in the Claims Procedure Ordinance NO. 09-12-08. A claim must be filed first in accordance with the procedures set forth herein as a prerequisite to the filing of any lawsuit against the District.
Compensation:
The District’s employee Salary Schedule for fiscal year 2022-2023 was approved by the Board of Directors on June 23, 2022. The General Manager’s contract is reviewed annually by the Board of Directors. The current contract went into effect on January 1, 2023.
Pursuant to California Code Section 20202, the Board of Directors is entitled to review and set Board member compensation on an annual basis. The Board of Directors have not increased their compensation since April 2006, and, prior to that date, the last change was in June, 1984. The current compensation for the District’s Board of Directors is a maximum of $150 per meeting per day, not to exceed seven meetings per month.

Retirement & Benefits:
WVWD provides retirement benefits under the California Public Employees Retirement System (CalPERS). The District offers medical, dental, and vision coverage with employees sharing in the cost for those benefits when the cost exceeds the amount provided by the District. A voluntary deferred compensation program is available to employees in the form of a 457 plan, however, the District does not offer any matching funds to its employees. The District offers a life insurance program to its employees as well as supports higher education endeavors by sharing tuition costs for academic degrees, certification programs, or job-related course work.
