Our Mission Statement and Commitment to our Customers:
The mission of the Walnut Valley Water District is to provide a reliable, high quality water supply in a fiscally efficient and enviromentally responsible manner while remaining committed to providing superior service to our customers.
The Walnut Valley Water District was formed in 1952 for the purpose of providing a potable water supply to the customers of the Walnut Valley. Today, the District provides potable and recycled water service to a population of over 100,000 to the city of Diamond Bar, portions of the cities of Walnut, Industry, West Covina, and Pomona, as well as the easterly unincorporated area of Rowland Heights. The District maintains 376 miles of distribution mains, 28 reservoirs, and 16 pump stations to ensure that our customers receive a reliable water supply.
The District is governed by a five-member Board of Directors who are elected to overlapping four year terms by citizens they represent. The Board is charged with the responsibility of establishing the policies of the District. The General Manager is appointed by the Board of Directors and is responsible for all aspects of the day-to-day operations of the District.
Since our founding in 1952, the District has worked closely with our customers in an open and transparent manner to build the highest level of public trust. The District’s Board of Directors conduct committee meetings each month plus monthly Board meetings in a public forum as set forth in the Brown Act. All Board member and employee compensation, including salaries and benefits, are adopted by the Board of Directors in a public meeting process where our customers always have the opportunity to review and comment.
Our customers are encouraged to attend the District’s Board of Directors meetings, which are generally held at the District offices on the third Monday of each month at 5:00 p.m. (unless otherwise noted). For Fiscal Year 2018/19, the District’s employee salary schedule was approved by the Board of Directors on June 18, 2018. The General Manager’s contract is reviewed annually by the Board of Directors. The current contract went into effect on April 5, 2018.
Pursuant to the California Code Section 20202, the Board of Directors is entitled to review and set Board member compensation on an annual basis. The Board of Directors have not increased their compensation since April 2006, and, prior to that date, the last change was in June, 1984. The current compensation for the District’s Board of Directors is up to $150 per meeting per day, not to exceed seven meetings per month.

Retirement and Benefits:
The District provides retirement benefits under the California Public Employees Retirement System. As part of the District’s overall cost efficiency strategy, in September 2010, the District’s Board of Directors adopted a second tier retirement benefit system where new employees are now covered by a different PERS formula. Further, those employees hired after January 1, 2013 and are classified as new CalPERS members are subject to a third PERS retirement benefit formula.
The District offers medical, dental, and vision coverage with employees sharing in the cost for those benefits when the cost exceeds the amount provided by the District. A voluntary deferred compensation program is available to the employees in the form of a 457 plan, however, the District does not offer any matching funds to its employees. The District offers a life insurance program to its employees as well as supports higher education endeavors by sharing tuition costs for academic degrees, certification programs, or job-related course work.
