| Board of Directors
The District is governed by a five-member Board of Directors who are elected to overlapping four year terms in odd-numbered years. The District has five separate election divisions, each represented by a director residing in, and elected by the voters of, the division. The Board of Directors is responsible for setting District policy and establishing long-range goals and direction for the District to ensure that its operations continue to run efficiently and effectively, both today and in the decades to come.

Division I
Walnut and a portion of West Covina
Allen L. Wu
Dr. Wu, a Registered Civil Engineer, is an Assistant Project Manager for a State agency and has been a resident of Walnut since 1989. He currently serves as President of the Board of Directors. Dr. Wu is chairman of the District's Engineering and Finance committees and he serves as an alternate on the Personnel Committee. He also serves as a Board member of the Association of California Water Agencies Joint Powers Insurance Authority (ACWA/JPIA). Dr. Wu holds a Ph.D. in Civil Engineering and Master Degrees in Environmental Engineering and Public Administration from the University of Southern California.

North Diamond Bar
Edwin M. Hilden
Mr. Hilden has been a resident of Diamond Bar since 1966 and is a Certified Financial Planner. He obtained his Certified Financial Planning® (CFP) and Accredited Asset Management Specialist (AAMS) designations from the College for Financial Planning in Denver, CO. He is currently chairman of the District’s Personnel and Legislative Action committees and he serves as a member on the Engineering Committee. Mr. Hilden is also the representative to the Three Valley’s Municipal Water District and the President of P-W-R Joint Water Line Commission. He serves as an alternate board member of the Association of California Water Agencies Joint Powers Insurance Authority (ACWA/JPIA). Mr. Hilden has completed extensive education and training through the California Special Districts Governance Academy in the areas of Governance Foundations, Setting Direction and Community Leadership, The Board’s Role in Finance and Fiscal Accountability, and the Board’s Role in Human Resources. As a long-time Diamond Bar resident, he has served the local community through his active involvement in a number of community service activities and organizations for many years. The successful “Shop Diamond Bar” slogan and program was launched during his Presidency on the Diamond Bar Chamber of Commerce in 1989.

Theodore L. Ebenkamp
Dr. Ebenkamp has been a resident of the Rowland Heights/Diamond Bar area since 1970. He currently serves as a member of the District's Finance and Legislative Action committees and he serves as an alternate on the Public Information Committee. He holds Master of Science and Doctor of Pharmacy degrees from the University of Southern California. He retired from the Los Angeles County/University of Southern California Medical Center after a 27-year career during in which he served as an Assistant Clinical Professor of Pharmacy and in various professional and managerial positions, including: Senior Pharmacist, Nuclear Pharmacist, and Acting Director of Clinical Pharmacy Services. Dr. Ebenkamp is a board member of the Rowland Heights Community Coordinating Council and serves on the Measure R Bond Oversight Committee of the Rowland Unified School District.

Scarlett P. Kwong
Ms. Kwong holds a Bachelor of Science degree in Math/Computer Science from the University of California at Los Angeles. She is currently a Project Engineer/Planning and Budget Manager at an aerospace company that develops In-Flight Entertainment Systems for commercial airliners. As the board member for Division V of the District, Ms. Kwong also serves as a member of the Public Information Committee and as an alternate for the Finance and Legislative committees. A Diamond Bar/Walnut resident since 1998, Ms. Kwong is active in many school and community organizations serving the local schools as well as the city. Currently she is serving her second year as the Coordinator for the Five Parents’ Groups at Diamond Bar High School, as well as advisor to the Chinese American Parents Association. In 2006, Ms. Kwong served on the Walnut Valley Unified School District's annual Budget Committee. She has assisted the Miss Diamond Bar Pageant to relocate to its current location at the auditorium at Diamond Bar High School. Through her hard work and dedication, she has received many awards and recognitions, including the 2007 Bob Huff’s Recognition of Community Leaders Award, Walnut Valley Unified School District’s 2007 Parent/Community Partner Award, Diamond Bar High School’s 2006 Shirley Shuler Memorial Parent Volunteer of the Year Award, Chinese American Parents Association’s 2005-2006 Presidential Service Award, and others. |
